Other than a brief look at the NY times article referencing this, I've not seen CCP mention anything about it or read the details of what it will actually entail.
I also don't think filling the positions with members of 0.0 alliances will solve anything. Over time the same lack of trust in them will develop, largely for the same reasons, that their mains may have vested interests in the outcomes of any investigations.
Would be funny if they televise some of the discussions on EveTV though...think we'd all love to see grown adults throwing chairs and furniture at each other.

Something that I've not seen mentioned in this thread yet.
If true (still waiting on CCP confirmation or some official thread regarding this) then it can't be denied CCP are doing their best to put this problem to bed. They've certainly paid more attention to the threads that were stickied in the information portal than many gave them credit for, even when the threads degenerated into the usual CAOD style handbagging from forum warriors supreme, capable of arguing a point well past it's death for the simple sake of arguing in itself.
It does look like CCP are listening to criticisms and concerns on how things are handled. Alternatively you could look at it more cynically and see they've given up entirely and fully intend to shove the responsibility on the community and how they use their vote 
An interesting turn of events indeed, they do say the last thing out of Pandora's box is hope.
